The original Rugal and Omega Rugal can be differentiated by their backs. Omega Rugal has what seems to be the jet mufflers that the original Rugal lacks while charging the Kaiser Wave, as well as an omega symbol engraved on the back of his top.
Their movesets also differ in KOF 98. Omega Rugal had the Gravity Smash in exchange for Normal Rugal's Reppuken, the Vanishing Rush in exchange for the Kaiser Wave, and the Destruction Omega in exchange for the Dead End Screamer. Omega Rugal also gains a move that was never used by Normal Rugal: the Rugal Execution.
In KOF 2002, Omega Rugal used the same moves as Normal Rugal had in KOF 94 but with the addition of the Beads Destruction, and the altering between Kaiser Wave, Divine Arrow, and Gravity Smash. He gains a new MAX2 in the form of the Kaiser Phoenix, which is a barrage of Kaiser Waves, Divine Arrows, and Gravity Smashes in one move.
